CIP-013 supply chain risk: what your team should have documented before the next assessment
NERC CIP-013-2 R1 requires responsible entities to develop and document a supply chain cybersecurity risk management plan. The standard applies to high and medium impact BES Cyber Systems. Most large utilities and transmission operators have a plan in place. The gap is not the plan itself. It is the evidence.
What R1 actually requires
R1 has six sub-requirements covering vendor risk assessment processes, procurement controls, vendor access management, vulnerability disclosure, and incident response coordination with suppliers. Each sub-requirement needs documented processes, and each process needs evidence of implementation.
R1.1 requires notification processes for when a vendor identifies an incident related to the products or services provided. R1.2 requires coordination of responses to vendor-identified incidents. R1.2.1 through R1.2.6 cover specific procurement and access controls. Each generates its own evidence requirement.
Where teams fall short
The plan exists. The procurement language exists. But when an assessment team asks for evidence that the plan was followed for a specific vendor acquisition in the last 12 months, the response is often a scramble through emails, procurement records, and vendor management platforms that do not map cleanly to the CIP-013 sub-requirements.
The most common finding is not a missing plan. It is a plan that cannot demonstrate execution. The vendor risk assessment was completed but not linked to the procurement record. The vulnerability disclosure process exists but the team cannot show it was triggered in the last assessment period.
Closing the gap
The regulatory text specifies exactly what evidence is needed. Each sub-requirement maps to a documentation artifact. The question is whether your team is tracking those artifacts in a way that can be retrieved in minutes during an assessment, or whether retrieval requires days of manual reconstruction.
PhronEdge Energy covers all 15 NERC CIP standards. Ask about any sub-requirement and get the regulatory text with the section, the deadline, and what your documentation needs to include.
